The short answer
No: the PDF format doesn’t guarantee that all internal elements are vector. For a kit, what counts is the actual content of the document, together with the final size required for printing.
What to consider
A photo or small image can be placed into a PDF without gaining any new detail. Renaming a file doesn’t turn it into a suitable original either. So it’s more useful to ask the rights holder for the correct source document than to export the same screenshot repeatedly in different formats. Also keep a visual reference to show the expected look.
How to prepare your project
If you receive a PDF from your sponsor, first check that it shows the right version of the brand. Pass it on without changing its proportions and add the desired footprint on the garment in the notes. The technical check must verify that it can be used; avoid presenting as “print-ready” a document that hasn’t been examined.
