The short answer
A good instruction states the side of the garment, the area and the desired size. “On the chest” alone can mean centre, heart side or the opposite side: write what you mean and confirm it in the draft.
What to consider
Always distinguish the right and left of the person wearing the garment, not of whoever looks at the photo. For a specific sleeve, also say whether the logo should appear on the side or closer to the shoulder. The measurements are requests to be checked on the model, not an automatic guarantee of feasibility: seams, pockets and zips can limit the space available.
How to prepare your project
Write a note for each sponsor. A useful example is “back, centred below the number, desired width 18 cm”. Attach a reference if needed, but don’t rely only on an arrow drawn on a screenshot. Before approving, check that every note is reflected in the visible revision.

Is the same measurement right for all sizes?
Not necessarily. Say whether you want to keep the size or adapt it: the solution must be checked in the technical sheet.
